Steve Barkan – described by the L.A. Times as “a savvy political veteran” – has overseen hundreds of campaigns for Congress, State Senate, Assembly, statewide and local office, in addition to ballot measures, independent expenditures, issue advocacy, and communications strategies for labor and environmental organizations.
Barkan Strategies has handled strategy and creative content for dozens of campaigns that have flipped seats from Red to Blue throughout California. Barkan Strategies has also served as the lead consultant overseeing strategy in swing districts for the Assembly Democratic Caucus since 2008, guiding Democrats to record majorities under Speakers Karen Bass, John Perez, Toni Atkins and Anthony Rendon. They’ve been doing the same for the Senate Democratic Caucus since 2018.
Barkan Strategies has guided dozens of ballot measure and issue campaigns to victory, including the Raise the Wage/Fight for $15 in Los Angeles, and more than $15 billion in school and community college bonds. As the general consultant who also handled mail, digital and media, Barkan Strategies guided L.A. County’s groundbreaking Yes on Measure H campaign, which overcame the odds and passed with 69.34% of the vote – resulting in $3.5 billion for homelessness services and housing over ten years. This past November, Barkan guided L.A. City’s Yes on Measure ULA to victory with nearly 58% of the vote, which will raise approximately $600 million annually for affordable housing and the prevention of homelessness.
